Obviously, Cullum is much younger than Cesar-but much has been made of how much Andrew Hawkes resembles Anders Hove at approximately the same age.
There has to be a reason for that, and not merely a coincidence-although people have wondered if he might be another Faison son.
Although the voice of Faison through the loudspeaker to Anna Devane (Finola Hughes) could have been done through AI, what if it was not?
Reel versus real, Anders Hove did do those voiceovers remotely, and the figure approaching Anna in the Wyndemere cell probably wore a wig to look like Faison.
But there are other compelling reasons to believe that Cullum may actually be Faison, in a much younger body-and minus Huntington’s Disease!
Back years ago, when Anna did some double agent duty in the DVX, the enemy spy agency of the WSB, Cesar Faison was her boss, and he became obsessed with her.
Before that, Anna’s twin, Alexandra Devane Marick (Finola Hughes) was also in the DVX, but this was before they knew they were twins separated at birth.
Being the first set of twins involved in the memory transfer experiments didn’t help things any, which is why Anna once thought Peter August (Wes Ramsey) was her son.
But that aside, Faison did have that experience of running the DVX, which means he would be able to run the WSB as well.
And although in the persona of Ross Cullum, he may be involved in finishing Cesar’s last project-if he really is Cesar, finishing it himself would blow his cover!
The implication was that Faison didn’t have a lot to do with his daughter when Britt Westbourne (Kelly Thiebaud) was a child, and Liesl Obrecht (Kathleen Gati) hid Nathan, for his own protection.
But in spite of that, Cesar did get to know Britt very well as an adult-during a time when Britt was in trouble, they went on the run together for a period of time.
So since obviously, he can no longer trust Liesl to complete his final project, Britt would be his go-to, although she may not know his true identity, it’s kept secret.
As for how Cesar Faison went from being a brain in a jar to being a version of himself in his prime, that could have been through cloning.
As a matter of fact, the first completed project may have been the Huntington’s disease cure-with Cesar aka Cullum having been the guinea pig!

Wait...what? Who in the he ll thinks they look alike? No way. Sorry, but Cullum is one of the most unattractive men I've ever seen. Faison was kinda "cute", in a psycho, mad scientist kind of way. And they act nothing alike. If they really wanted to go that route, couldn't they have found someone with a little personality? Faison was never stoic, unemotional and stiff like Cullum. He was diabolical, but he was eccentric, loud and flamboyant and usually gloating and laughing about his latest scheme and crimes. He was FUN. AND Anders Hove was one of the most phenomenal actors the show ever saw. This dude just doesn't cut it.
