Billy has been giving covert orders to someone on the phone, indicating his deception as he’s asked for intel on all that is going on at Chancellor since Nikki Newman (Melody Thomas Scott) took over.

Clearly, Billy is lying through his teeth to his loved ones, and when they find out, consequences will rain down.
